Who develops TerraScan AI and who answers for it

A risk platform is only useful if you know who makes it, from what data and with what limits. This is the page where we set out all three.

The platform, in six answers

What it is

TerraScan AI is a web platform for territorial risk monitoring that calculates risk scores from 0 to 100 every day for the administrative units of Romania, across four modules: fire, air, vegetation and water.

Who it is for

For local public administration: town halls, county councils, emergency structures (County Emergency Inspectorates, ISU, and voluntary emergency services, SVSU), public health directorates, environmental agencies and managers of natural areas.

What problem it solves

European satellite data is public, but hard to use without GIS specialists. TerraScan AI turns it into scores, alerts and administrative documents that an institution can use directly, with no technical knowledge.

Who develops it

The Romanian Smart City Association (ARSC), a non-profit, independent and non-political association founded in 2016. The same organisation also runs managed hosting, for the institutions that choose it.

How it is funded

The software is free for local authorities, with no licence fee and no features locked behind payment. Development is funded by the optional managed hosting service and by ARSC projects.

What it is not

It is not an official warning system and it does not replace the warnings of the competent institutions. The authority for meteorological and hydrological warnings remains with the National Meteorological Administration (ANM), the National Institute of Hydrology and Water Management (INHGA) and the General Inspectorate for Emergency Situations (IGSU).

The organisation behind it

The Romanian Smart City Association (Asociația Română pentru Smart City, ARSC) is a non-profit, independent and non-political association founded in 2016. It works with local authorities in Romania on digitalisation, mobility, energy, the environment and resilience, connecting public institutions with the private sector and academia. President and founder: Eduard Dumitrașcu.

ARSC develops and operates TerraScan AI. ARSC is also responsible for the platform's data, the calculation methodology and the optional managed hosting service.

How we stand behind what we publish

The sources are declared

Every indicator shown carries its source and the time of measurement. The full list of sources, calculated indices and model weights is public, in the technical specification.

The methodology can be verified

The scores come from deterministic formulas applied to the indicators, not from estimates by a language model. Artificial intelligence is used separately, to draft the reports, recommendations and justification notes from the same figures.

The limitations are written down

The validation and limitations section of the technical specification states explicitly where the data is weaker: cloud cover for the optical indices, the coarse resolution of river discharge, the empirical calibration of the weights.

The data stays in the European Union

Managed hosting runs on infrastructure in the European Union, in line with the requirements of the GDPR and the NIS2 Directive.

Terminology

The same names are used throughout the platform and in our materials.

The official names of the platform, the modules and the organisation
TermWhat it means
TerraScan AIThe full name of the platform. Accepted short form: TerraScan.
ModuleOne of the four analysis perspectives of the same platform, not a separate product.
FireGrid AIThe wildfire risk module.
AirGuard AIThe air quality module.
RadarVerde AIThe vegetation, drought and climate stress module.
AquaWatch AIThe pluvial flood risk module.
Risk scoreA value from 0 to 100 calculated through declared formulas, placed in one of five classes.
ARSCThe Romanian Smart City Association, the organisation that develops and operates the platform.
Managed hostingThe optional paid service through which ARSC operates the platform for an institution.

A decision support tool, not an official warning system. The authoritative source for warnings remains ANM, INHGA and ISU/SVSU.
