European satellite data turned into local decisions for town halls and county councils.
TerraScan AI monitors territorial risk using Copernicus data and produces scores, alerts and executive reports. Four risks, one platform: 🔥 fire, 💨 air, 🌿 vegetation, 💧 water.
From the satellite image to the town hall's decision, on the same day.
What TerraScan AI is
TerraScan AI is a territorial risk monitoring platform for local public administration in Romania: town halls, county councils, emergency services and environmental agencies. It is developed and operated by the Romanian Smart City Association (ARSC).
Every night the platform calculates a risk score from 0 to 100 for all 41 counties and the Municipality of Bucharest, across four modules: fire, air, vegetation and water. The scores are derived from Copernicus satellite data (Sentinel-1, 2 and 3), NASA FIRMS active fire detections, OpenAQ air quality measurements, MET Norway forecasts and the official warnings of the National Meteorological Administration (ANM), received through MeteoAlarm.
The results go into the documents an institution works with: executive reports for council meetings, sections of the Risk Analysis and Coverage Plan (PAAR) and justification notes for funding from the Environment Fund Administration (AFM) or the National Recovery and Resilience Plan (PNRR), filled in with the figures for the area.
The software is free for local authorities, with no licence fee and no features locked behind payment. The only cost is managed hosting, if the institution prefers not to run the server itself. TerraScan AI is a decision support tool, not an official warning system: the authority for warnings remains with ANM, the National Institute of Hydrology and Water Management (INHGA) and the General Inspectorate for Emergency Situations (IGSU).

Fire · Air · Vegetation · Water
The same European satellite data, four complementary perspectives. You switch on the modules you need.
Fire weather, dry vegetation, active fires. Wildfire risk from 0 to 100.
PM2.5, PM10, ozone. Air quality and its impact on health.
Vegetation health, water stress, drought. Environmental index.
Pluvial flood risk: forecast rainfall, soil saturation, excess water.
From satellite pixel to town hall decision
The Copernicus satellites (Sentinel) and the official European systems for monitoring fires, the environment and the atmosphere (EFFIS, CEMS, CAMS).
Vegetation, moisture and burn indices (NDVI, NDMI, NBR), fire weather, drought, smoke and exposure.
A composite score from 0 to 100 for each locality, in 5 risk classes.
Automatic executive reports, in administrative language.
Configurable rules, notifications and recommended actions.
Built for local government, not for researchers
Simple maps, local scores, automatic reports and alerting, with no GIS specialists needed.
A strategic picture of the whole county, a score for every locality, investment prioritisation.
Aggregated monitoring and comparisons between localities.
Alerting rules, operational maps and AI-generated summaries.
Vegetation, burnt areas, risk and impact reports.
A critical infrastructure layer and the risks in its vicinity.
